Total Commander Ultima Prime v4.6 Multilingual

This is an extended version of Total Commander 7 Copyright © 1993-2007 by Christian Ghisler. Total Commander Ultima Prime is a special distribution of Christian Ghisler's Total Commander with many useful third-party add-ons, plug-ins and customisations. It also contains extended main menu and toolbar, other programs, changed layout and other elements.
The newest version brings another installer's code changes. Since now it is possible to start TC UP with operating system. Because of false alerts provided by antivirus applications, TC UP is installed with safe mode, without any suspicious files. To install whole project's content users should choose "full installation" mode.
The project has gained WinContig application for deframenting files purpose. Advanced users should be satisfy with excellent log viewer called Tail for Win32. The way of providing additional informations in customized columns has been corrected.

Latest News Regarding Your Credit Cards

Next February, the credit card reforms signed into law by President Obama earlier this year will finally take effect. Goodbye arbitrary rate hikes. Hello inactivity fees!

Credit card companies will have an easy time switching to new ways of assessing fees on their customers, according to a new report by the Center for Responsible Lending. The report documents several practices that the Credit CARD Act does not prohibit. According to CRL, it's just a matter of time before they proliferate.

"When bad products are allowed to flourish, it becomes a race to the bottom as they crowd out good products," said CRL's Kathleen Day. And switching costs make it unlikely that bank customers will go to the trouble of uprooting their accounts for another bank.

"Bankers know that you basically have to hit your customer with a 2x4 before they'll really leave, because it is such a hassle," Day said.

Of the practices described in its report, CRL highlights the "pick a rate" interest rate. Come February, fixed-rate credit cards will be truly fixed -- arbitrary hikes will be prohibited. But most credit cards feature rates that adjust according to the prime rate on a specific day within a billing cycle. With the "pick a rate" method, on the other hand, the cardholder's interest rate is determined by the highest prime rate on any given day in the previous three months, resulting in an annualized rate that CRL estimates is three-tenths of a percentage point higher, on average.

The Center reports that about one-quarter of credit card accounts feature "pick a rate" interest rates, resulting in a total extra cost to consumers of $720 million per year. "This cost could reach $2.5 billion per year if the practice becomes the industry standard," says the report, which adds that a few medium-size card issuers have long used "pick a rate" and that top issuers have just started to catch on.

The Huffington Post surveyed the eight largest credit card issuers -- JPMorgan Chase, Bank of America, Citigroup, American Express, Capitol One, Discover, Wells Fargo, and HSBC -- about the practices described in the report. Discover, Capitol One, Bank of America, and Chase provided answers; HSBC declined to comment.

Discover, Capitol One, and Chase said that they do not set their variable rates with the "pick a rate" method. Bank of America said that the "majority" of its variable rate accounts use the prime rate as it appears on the last workday of the previous month.

Minimum finance charges are assessed when a consumer borrows money with a credit card but the normal finance charge falls below an arbitrary minimum. From the report:

In 2001, the minimum finance charge for 7 of the Top 8 issuers was $0.50. By 2009, most issuers charged a dollar or more as their minimum finance charge, with the highest being $2.00. Currently, they average $1.28.6 Borrowers pay more than $430 million annually as a result of minimum finance charges and that figure is rising as these charges are increased.
Chase and Bank of America said they had not increased minimum finance charges this year. A Capitol One spokeswoman said the bank "increased cash advance fees in 2008 to 3% or $10 (up from 3% or $5)."

Variable-rate floors allow adjustable interest rates to go up but never down. CRL reports that while none of the top eight issuers used rate floors five years ago, two of them currently use variable-rate floors that prevent rates from going below the rate provided when you sign up for an account.

None of the issuers that responded to Huff Post said they used variable-rate floors.

The report cites increasingly stingy penalty fee policies. "Tiered" late fee structures are designed to charge penalty fees proportionate to the size of the balance when a payment is missed. But the proportions have changed drastically. Top issuers introduced tiered late fee structures in 2002; a person with a balance over $1,200, say, would be fined $35 for missing a payment, while a person with a balance over $150 would be charged $39.

Since then, top issuers -- including Bank of America, Discover, and Capitol One -- lowered the uppermost tier to about $250. (Chase said only that it had not recently changed its fee tiers.) The top tier is applied to 87 percent of accounts.

Five credit card issuers have introduced inactivity fees or account management fees, but none of the top eight issuers have done so. However, Bloomberg reported last week that Bank of America has started a "fee test" with annual fees ranging from $29 to $99 for 1/2 a percent of consumer cardholders. International transaction fees applied when a currency is exchanged:

In 2004, the majority of the Top 8 issuers did not charge an international transaction fee. In 2009 three-quarters of the top issuers charge this fee to most of their accounts. The size of the fee has also increased. In 2004, most of the issuers who charged this fee had a fee of 2%. Today most issuers charge 3%. This cannot be accounted for by inflation since it is a percentage of purchase activity, and that purchase activity level will already change to account for inflation.
Balance transfer fees for cash advances or balances transferred from one card to another:

According to data from Mintel Comperemedia, in the second quarter of 2008, 47% of balance transfer offers had no ceiling on the fee. Just a year later, 76% of balance transfer offers had no ceiling on the fee. Over that same time period, the number of balance transfer offers with no fee charged declined from 19% to 11%. At the same time, minimum fees have been rising for both cash advances and balance transfers, with the average balance transfer floor more than doubling over the last 5 years.
Bank of America increased its transaction fee from 3 percent to 4 percent over the summer, with a minimum fee of $10. A Chase spokesman said the bank had also changed its balance transfer fee earlier this year. "We disclose balance transfer fees on our offers and the fee may be as much as 5 percent," he wrote. Capitol One's balance transfer fees have remained at 3 percent. Discover reported that its balance transfer fees vary from card to card between 3 percent and 5 percent and that its cash advance rate recently switched from a fixed to a variable rate.

Bank of America said in a statement that this year the bank voluntarily decided not to raise interest rates on consumer credit cards (unless the cardholder is late twice in a year).

"We've also introduced a Basic card with one interest rate for all transactions for the life of the account and are in the process of mailing out a one-page 'clarity commitment' to our 40 million credit card customers, which is a concise summary of a cardholder's rates, fees and payment information," wrote a spokeswoman.

Google Chrome is an open source web browser developed by Google. Design goals include stability, speed, security and a clean, simple and efficient user interface.

Every tab in Chrome is sandboxed, so that a tab can display contents of a web page and accept user input, but it will not be able to read the user's desktop or personal files. Google say they have "taken the existing process boundary- and made it into a jail". There is an exception to this rule; browser plugins such as Adobe Flash Player do not run within the boundaries of the tab jail, and so users will still be vulnerable to cross-browser exploits based on plugins, until plugins have been updated to work with the new Chrome security. Google has also developed a new phishing blacklist, which will be built into Chrome, as well as made available via a separate public API.
• Privacy
Google announces a so-called incognito mode claiming that it "lets you browse the web in complete privacy because it doesn’t record any of your activity". No features of this, and no implications of the default mode with respect to Google's database are given.

• Multiprocessing
The Gears team were considering a multithreaded browser (noting that a problem with existing web browser implementations was that they are inherently single-threaded) and Chrome implemented this concept with a multiprocessing architecture. A separate process is allocated to each task (eg tabs, plugins), as is the case with modern operating systems. This prevents tasks from interfering with each other which is good for both security and stability; an attacker successfully gaining access to one application does not give them access to all and failure in one application results in a "Sad Tab" screen of death. This strategy exacts a fixed per-process cost up front but results in less memory bloat overall as fragmentation is confined to each process and no longer results in further memory allocations. To complement this, Chrome will also feature a process manager which will allow the user to see how much memory and CPU each tab is using, as well as kill unresponsive tabs.
User interface
• Features
Chrome has added some commonly used plugin-specific features of other browsers into the default package, such as an Incognito tab mode, where no logs of the user activity are stored, and all cookies from the session are discarded. As a part of Chrome's V8 JavaScript virtual machine, pop-up JavaScript windows will not be shown by default, and will instead appear as a small bar at the bottom of the interface until the user wishes to display or hide the window. Chrome will include support for web applications running alongside other local applications on the computer. Tabs can be put in a web-app mode, where the omnibar and controls will be hidden with the goal of allowing the user to use the web-app without the browser "in the way".
• Rendering Engine
Chrome uses the WebKit rendering engine on advice from the Gears team because it is simple, memory efficient, useful on embedded devices and easy to learn for new developers.
• Tabs
While all of the major tabbed web browsers (e.g. Internet Explorer, Firefox) have been designed with the window as the primary container, Chrome will put tabs first (similar to Opera). The most immediate way this will show is in the user interface: tabs will be at the top of the window, instead of below the controls, as in the other major tabbed browsers. In Chrome, each tab will be an individual process, and each will have its own browser controls and address bar (dubbed omnibox), a design that adds stability to the browser. If one tab fails only one process dies; the browser can still be used as normal with the exception of the dead tab. Chrome will also implement a New Tab Page which shows the nine most visited pages in thumbnails, along with the most searched on sites, most recently bookmarked sites, and most recently closed tabs, upon opening a new tab, similar to Opera's "Speed Dial" page.

The control panel has changed again, but the real draw is the addition of Street View, an on-the-ground 360-degree look at the premises that users may recognize from Google Maps. Also gracing the virtual globe is an option to illuminate it in real-time.
Everything from roads and restaurants to crime statistics can be displayed; subcategories and individual items can be unchecked to show only what you need. Google's driving directions are incorporated, and the user community has produced several nifty mods, including historical maps. There's also integration with Google's 3D rendering program SketchUp, which you can use to place buildings and other ornamentation in a real-life setting.
The only downside to the program is that it can consume a large amount of RAM, so as the developer notes, older machines might experience performance issues. But everyone else is bound to love Google Earth, both as an entertaining novelty and an informational tool.

Calculation of interest rates

Most U.S. credit cards are quoted in terms of nominal APR compounded daily, or sometimes (and especially formerly) monthly, which in either case is not the same as the effective annual rate (EAR). Despite the "annual" in APR, it is not necessarily a direct reference for the interest rate paid on a stable balance over one year.

The more direct reference for the one-year rate of interest is EAR. The general conversion factor for APR to EAR is EAR=((1+APR/n)^n)-1, where n represents the number of compounding periods of the APR per EAR period. For a common credit card quoted at 12.99% APR compounded daily, the one year EAR is ((1+.1299/365)^365) -1, or 13.87%; and if it is compounded monthly, the one year EAR is ((1+.1299/12)^12) - 1 or 13.79.

On an annual basis, the one-year EAR for compounding monthly is always less than the EAR for compounding daily. However, the relationship of the two in individual billing periods depends on the APR and the number of days in the billing period. For example, given 12 billing periods a year, 365 days, and an APR of 12.99%, if a billing period is 28 days then the rate charged by monthly compounding is greater than that charged by daily compounding [ .1299/12 is greater than ((1+.1299/365)^28)-1].

But for a billing period of 31 days, the order is reversed (.1299/12 is less than ((1+.1299/365)^31)). In general, credit cards available to middle-class cardholders that range in credit limit from $1,000 to $30,000 calculate the finance charge by methods that are exactly equal to compound interest compounded daily, although the interest is not posted to the account until the end of the billing cycle.

A high U.S. APR of 29.99% carries an effective annual rate of 34.96% for daily compounding and 34.48% for monthly compounding, given a year with 12 billing periods and 365 days.

So if you take the time to figure out the statistics you will find that over the life of your credit card debt you will end up paying back the credit card company $70,003.50 for the $20,000 you borrowed. It would also take you 175 months or 14.58 years to completely payoff your credit card debt.

If you choose to enter into a Debt Settlement program with $20,000 on average your total amount of debt would be reduced to $11,600 including the debt settlement company’s fees.

You would end up saving a total of $50,003.50 in interest and a total of $8,400 in your principal balance. Making your grand total savings of $58,403.50! If you continue paying $400 per month in a debt settlement program you will be completely debt free in 33.14 months. Under 3 years!!

Interest rates

Interest rates vary widely. Some credit card loans are secured by real estate, and can be as low as 6 to 12% in the U.S. (2005). Typical credit cards have interest rates between 7 and 36% in the U.S., depending largely upon the bank's risk evaluation methods and the borrower's credit history. Brazil has much higher interest rates, about 50% over that of most developing countries, which average about 200% (Economist,
May 2006). A Brazilian bank-issued Visa or Mastercard to a new account holder can have annual interest as high as 240% even though inflation seems under control at around 6% per annum (Economist, May 2006). Banco do Brasil offered its new checking account holders Visa and Mastercard credit accounts for 192% annual interest, with somewhat lower interest rates reserved for people with dependable income and assets (July 2005).[citation needed] These high-interest accounts typically offer very low credit limits (USD$40 to $400). They also often offer a grace period with no interest until the due date, which makes them more popular for use as liquidity accounts, which means that the majority of consumers use them only for convenience to make purchases within the monthly budget, and then (usually) pay them off in full each month.

The Importance Of Cost Accounting

Managers rely on cost accounting to provide an idea of the actual cost of processes, departments, operations or product which is the foundation of their budget, allowing them to analyze fluctuation and the way funds are used socially for profit.

Cost accounting is used in management accounting, where managers justify the ability to cut costs for a company in order to increase that company's profit. As a tool for internal use, versus a tool for external users like financial accounting, cost accounting does not need to follow the GAAP standards (Generally Accepted Accounting Principles) because its use is more pragmatic.

Cost accounting creates a financial value out of the production of a product, measuring currency that is nominal into units that are measured by convention. By taking recorded historic costs a bit further, cost accounting allocates a company's fixed costs over a specific time period to what items are actually produced during that period of time, creating a total cost of product production.

Products that were not sold during that period of time produced a “full cost” of those products, recording them in a complex inventory system that uses accounting methods of its own that are in compliance with the GAAP standards. Managers are then able to focus on each period's results as it relates to the “standard cost” of any product.

Any distortions in cost that were caused by calculating what the overhead of a product is versus what a unit cost is for companies that specialize in only one specific product are very minor in industries that mass produce that product with a low fixed cost.

Understanding why costs vary compared to what was actually planned helps a manager to save a company money by taking actions that are appropriate to correct that variation in the future. Variance analysis is a very important part of cost accounting because it breaks down each variances into many different components of standard cost and actual cost. Some of these components are material cost variation, volume variation and labor cost variation.
